PRESIDENT Donald Trump of the United States has signed an executive order on Thursday, September 26, 2025 for the takeover of a United States version of TikTok.
Trump while addressing national security concerns said the United States had previously threatened to ban the popular social media app.
The deal involves a consortium of prominent American investors taking control of TikTok’s US operations, amidst ongoing debates about data security and China’s influence.
Larry Ellison (Oracle), Michael Dell (Dell Technologies), and Rupert Murdoch are among the investors, alongside Silver Lake Partners and Andreessen Horowitz.
The US entity is expected to be majority-owned by these American investors (~80%), with ByteDance holding a minority stake (~20%) and limited board control excluding security matters.
Vice President JD Vance mentioned a $14 billion valuation, though pricing is ultimately up to investors.
The US version of TikTok will feature a domestically developed model of the app’s prized algorithm, retrained with US data.
A White House official stated the algorithm will be “continuously monitored” to prevent undue influence.
Trump claimed President Xi Jinping approved the deal via phone call last week, expressing “great respect” for Xi.
China has remained largely silent publicly, though state broadcaster CCTV indicated Xi supports market-based negotiations aligning with Chinese laws.
The move responds to a law passed under President Joe Biden forcing ByteDance to sell US operations or face a ban.
US policymakers have warned about potential Chinese data mining or influence via TikTok’s algorithm.
About 43% of US adults under 30 regularly get news from TikTok, per Pew Research Center.
