Nigeria’s Minister of Defence, Christopher Musa, has clarified the federal government’s position on the rehabilitation of repentant terrorists, stressing that only individuals who were forcibly recruited or pushed into terrorism under duress qualify for reintegration into society.

Speaking on national security and deradicalisation efforts, the Minister explained that the government carefully separates coerced individuals from active combatant terrorists who willingly engaged in violence against the state.

“The terrorists we rehabilitate and allow back into Nigerian society are the ones who were forced into terrorism through duress and not combatant terrorists,” Musa stated.

Furthermore, he emphasized that Nigeria’s security architecture remains committed to protecting citizens while ensuring that justice is served where necessary. However, he noted that the deradicalisation program is designed to encourage reintegration where genuine repentance is identified.

In addition, security officials maintain that the distinction helps reduce overcrowding in detention facilities while also preventing further radicalisation in conflict-prone regions.

Meanwhile, analysts have continued to debate the effectiveness of rehabilitation programs, arguing that strict vetting must remain in place to avoid security risks. Nevertheless, government officials insist the strategy remains essential for long-term peacebuilding.

Ultimately, the Defence Ministry reaffirmed its commitment to balancing national security with humanitarian considerations in handling former insurgents.
